Kappos Guides PTO as it Revs Up for New Law

As the U.S. Patent and Trademark Office (PTO) begins implementing the recently passed America Invents Act (AIA), PTO Director David Kappos is tasked with guiding the agency through what some deem the biggest change to intellectual property law in 175 years. Finnegan partner Charles Van Horn stated, "The biggest challenge is coming up with a process that both patent owners and challengers think is fair…and delivers reasonable, reliable decisions in the time set by the statute."
