As a former Patent Trial and Appeal Board (PTAB) law clerk, William Neer uses his extensive knowledge of the patent system to assist firm clients with PTAB proceedings, district court proceedings, and counseling matters.
William is a registered patent attorney whose technical knowledge encompasses a wide range of complex technologies involving pharmaceuticals, polymers, medical devices, and solar technology. William’s litigation experience includes developing invalidity and infringement theories, preparing for Markman hearings, working with experts, drafting briefs before the PTAB and district courts, and preparing witnesses. He has been involved in several Abbreviated New Drug Application (ANDA) cases, focusing largely on pre-trial diligence and discovery.
William further advises clients on other aspects of patent strategy, including validity and non-infringement opinions, due diligence, and prosecution. He has helped negotiate favorable settlements for clients, helping them avoid litigation. William has also facilitated drafting international intellectual property policies.
As a judicial law clerk, William assisted administrative patent judges (APJs) with adjudicating America Invents Act (AIA) trials and ex parte appeals across chemical, electrical, mechanical, design, and pharmaceutical technologies. William’s clerkship also included a rotation in the Office of the Director of the U.S. Patent and Trademark Office (USPTO), where he worked on matters including Director Review, Precedential Opinion Panel, Delegated Rehearing Panel, and policymaking. Additionally, William served as a judicial intern at the U.S. Court of Appeals for the Federal Circuit.
William devotes a portion of his time to pro bono matters, earning him a spot on the Capital Pro Bono Honor Roll. He has worked with asylum-seeking clients and represented clients in veterans appeals.
