WASHINGTON, DC—Finnegan is pleased to announce that partner Dori Hines will become an Administrative Law Judge at the U.S. International Trade Commission (ITC), effective February 27, 2023. According to the ITC press release, Dori will manage an active litigation docket, preside over evidentiary hearings, and make initial determinations in Section 337 investigations.
“We are excited for Dori and this next phase of her career,” said Finnegan’s managing partner, Erika Arner. “As an attorney at Finnegan for over 30 years, Dori has made a significant impact on the firm, her colleagues, and clients. We will miss her, but we look forward to seeing her thrive in her new role.”
Dori’s experience heading to the ITC focused on patent litigation across a wide range of technologies, including semiconductor, the Internet, electronics, smartphone, and telecommunications technologies. She argued before the ITC, U.S. district courts, arbitration panels, and more than a dozen cases before the U.S. Court of Appeals for the Federal Circuit. Dori has been recognized by The Legal 500 and Intellectual Asset Management for her appellate work, ITC litigation, and for contentious patent licensing work.
Early in her career, Dori focused on patent application drafting and worldwide prosecution. She worked as a patent examiner at the U.S. Patent and Trademark Office (USPTO) and has experience in reissue, reexamination, and inter partes review proceedings before the Patent Trial and Appeal Board (PTAB).
In addition to her patent litigation practice, Dori represented veterans in appeals to the U.S. Court of Appeals for Veterans Claims and the Federal Circuit.
