Colin advises clients through all stages of patent prosecution, including drafting applications, responding to office actions, holding examiner interviews, and conducting appeals. He serves clients in a variety of technological fields, including semiconductor manufacturing, aerospace, environmental science, and electron microscopy.
While a primary patent examiner at the USPTO, Colin received the Department of Commerce Bronze Medal for excellence. He issued final decisions for hundreds of U.S. patent applications, wrote Patent Cooperation Treaty (PCT) patentability reports, and responded to appeal briefs before the Patent Trial and Appeal Board (PTAB). Within the agency, Colin was a member of the User-Centered Design Council for improving examination tools. His primary areas of examination included microlithography and related semiconductor manufacturing systems, precision motion stages, optical measuring and testing systems, excimer lasers, and plasma EUV radiation sources.
As a student, Colin worked as a research assistant for the Center for Intellectual Property x Innovation Policy (C-IP2) at George Mason University's Antonin Scalia Law School, where he assisted with a policy brief and wrote about contemporary intellectual property issues for the C-IP2 blog. He also provided research assistance for a report to the Administrative Conference of the United States. During his undergraduate studies, Colin led group instructional sessions and individual tutoring for college level physics courses.
