The USPTO regularly offers its Stakeholder Training on Examination Practice and Procedure (STEPP) for individuals who have recently passed the Patent Bar for the purpose of representing applicants before the USPTO. The training provides a better understanding of how and why an examiner makes decisions during examination and ways in which agents and attorneys can aid in meeting the USPTO's goal of compact prosecution.
