Anna's deep institutional knowledge of the U.S. Copyright Office and years of public policy experience well position her to advocate for clients before the agency, such as advising on proposed regulations, preparing written comments in response to requests for public feedback, and testifying on behalf of clients at public forums. Anna is well-versed with advising on potential legislative efforts regarding copyright and copyright-adjacent issues, analyzing and drafting legislation, and developing congressional committee testimony. She has testified before the U.S. Copyright Office on issues around artificial intelligence (AI) and copyright, as well as spoken in other government, academic, and industry forums regarding developments in copyright law, legislative efforts, and music licensing.
Prior to rejoining Finnegan, Anna served as vice president of public policy at the National Association of Broadcasters (NAB), where she was integral to policy development, advocacy strategies, and reaching consensus among members and congressional offices in the areas of AI, music licensing, privacy, and antitrust. Prior to NAB, Anna served as associate general counsel at the U.S. Copyright Office, where she helped implement the Music Modernization Act (MMA), the most sweeping reform to copyright law in decades, by issuing regulations regarding the newly-formed mechanical licensing collective charged with administering the blanket license for musical works. She also advised on litigation strategy to inform the U.S. government's views regarding novel questions of copyright law pending before the U.S. Supreme Court.
Anna regularly speaks about copyright issues to industry groups, bar associations, non-profit organizations, and students. She has been an invited panelist at the NAB Show NY, hosted by the National Association of Broadcasters. Her extensive experience with music licensing has led to guest speaking roles at events such as a Gospel Music Association Advocacy Breakfast and an Annual Meeting of the Music Library Association, among others.
