Anna Chauvet, leader of Finnegan’s copyright practice, helps clients solve complex copyright problems at the intersection of law, technology, and policy. She works with companies, creators, and trade associations to navigate high-stakes copyright disputes, licensing challenges, and enforcement issues, with a focus on practical, business-oriented solutions.
A significant portion of Anna’s practice is devoted to helping clients address novel copyright questions raised by artificial intelligence (AI). She advises on how to protect and commercialize AI-generated content; manage training data rights and licensing; assess fair use risk; determine ownership and authorship; and comply with open-source obligations. Anna has also testified before the U.S. Copyright Office on AI and copyright issues. As much of the law regarding AI and copyright remains unsettled, she counsels clients on making informed decisions that balance legal risk with business goals.
Anna’s deep institutional knowledge of the U.S. Copyright Office and years of policy experience distinctly positions her to help clients engage effectively with federal agencies. She assists clients in responding to proposed regulations, preparing public comments, and presenting their positions in agency proceedings and public forums. Anna also advises on legislative strategy, including analyzing and drafting proposed legislation and developing congressional testimony on copyright and copyright-adjacent issues.
Before rejoining Finnegan as a partner, Anna served as associate general counsel at the U.S. Copyright Office, where she helped implement the Music Modernization Act, the most significant overhaul of U.S. copyright law in decades. Additionally, she helped shape the U.S. government’s litigation strategy on novel copyright questions before the U.S. Supreme Court. These experiences allow her to offer clients valuable insight into how copyright law is shaped, interpreted, and applied in practice.
Anna previously served as vice president of public policy at the National Association of Broadcasters (NAB), where she played a key role in developing policy and building consensus among members on issues including AI, music licensing, privacy, and antitrust—experience she now draws on to help clients align legal strategy with industry realities.
