Technical Specialist
Richard is involved in patent prosecution, patent office trials, and patent litigation support, including preparing patent applications, drafting responses to office actions, and developing invalidity and (non-)infringement positions.
Most of Richard's cases have involved technologies related to his previous research, academic training, and industrial experience, which include research and development of telecommunications technologies and standards, signal processing algorithms, and application-specific integrated circuits implementation. Prior to joining Finnegan, Richard worked as a principal engineer with HTC Corporation, gaining significant experience in innovative research and standard setting for 3GPP LTE systems. He expanded on these skills at the Industrial Technology Research Institute (ITRI), where he was also involved with IEEE 802.16m systems, and led several successful research projects on multi-user MIMO OFDM systems and software-defined radio (SDR) solutions.
While working at HTC, Richard helped analyze patents for acquisition, licensing, and litigation, particularly relating to LTE, WCDMA, HSPA, WiMAX, Wi-Fi, and Bluetooth technologies and standard-essential patents (SEPs). His LL.M. thesis was devoted to reforming and specifying intellectual property rights policies of standard-setting organizations (SSOs), especially relating to SEPs; duty to disclose; and fair, reasonable, and non-discriminatory (FRAND) terms.
Richard has published more than 100 technical contributions for 3GPP LTE and IEEE 802.16m standards, respectively and is a named inventor on ten U.S. patents relating to wireless communication technologies (e.g., device-to-device (D2D) communication, coordinated multi-point (CoMP) communication, and carrier aggregation), baseband receiver design, and hardware implementation. Richard co-chaired IEEE 802.16m Femto and MBS Rapporteur Groups, session #57 to session #58, 2008. He has also assisted as an in-house expert in analyzing patent portfolios for OFDM technologies related to a multi-million dollar acquisition.
Richard has received the Annual Best Paper Award, ITRI; Gold Medal Award of Outstanding Research, ITRI; and the Outstanding Research Award of Defense Industry Reserve Duty System Service, Taiwan. He also served as a co-editor of National Chiao Tung University (NCTU) Technology Law Review.
