Of Counsel
As a material scientist, Louis's technical experience encompasses diverse technologies across many industries, such as petrochemical, oil and gas, metallurgy, and alternative energies, including organic solar cells, biofuels, and hydrogen chemistry. While working as a research scientist at the Naval Research Laboratory, Louis's work focused on the synthesis of wide-band gap semiconductors by various vapor deposition methods. His research resulted in repeatable methods to fabricate optically clear single crystal and polycrystalline diamonds using plasma-enhanced chemical vapor deposition (CVD) techniques. The results of that research were published in multiple peer-reviewed scientific journals.
Louis currently manages the international IP portfolios of multiple clients working in a wide range of technologies including inorganic catalysts, zeolites, olefin manufacturing, and metal composites. His experience with electronic materials includes semiconductors, superconducting, carbon nanotubes, and lithium ion batteries.
As a former U.S. patent examiner and registered U.S. patent attorney, Louis has extensive experience working with foreign patent offices, including handling a variety of foreign appeals and oppositions in Europe, Japan, and Korea. He has argued numerous appeals at the European Patent Offices (EPOs) both at The Hague and in Munich, Germany. Louis is recognized as a leader in developing a strategic international IP portfolio, and has been invited to present talks on this topic to patent offices in Brazil, Jordan, Saudi Arabia, and Morocco.
Louis is a frequent lecturer on a variety of intellectual property topics. In the United States, he is a faculty member of the Patent Resource Group (PRG), where he regularly presents an advanced course on the Patent Cooperation Treaty (PCT). He has also presented an advance course on due diligence practice for PRG. Internationally, Louis is an active instructor for the World Intellectual Property Organization (WIPO) located in Geneva, Switzerland. In that capacity, Louis presents courses to international patent practitioners in developing countries on Patent Drafting, Procurement and Prosecution.
Louis was a guest lecturer at the Wharton School of the University of Pennsylvania, where he discussed intellectual property law as a means for advancing business goals. Recognizing that every intellectual property decision is a business decision, he applies strategic planning concepts to patenting decisions to help companies align their patent strategies with their business goals.
Louis represented pro bono a foster mother in a multi-party, contested adoption case in the D.C. Superior Court. He acted as lead counsel in a four-day trial, which involved termination of parental rights and the successful adoptions of nine children.
